The pen tool is what it is, and we can only learn the best way to deal with it. Basically speaking, how you pulled the handle to create the last arc helps define where the next arc goes. To that end though, there IS something you can do to understand the dynamics a bit better. At the menu bar at the top of the pen tool, there are several shapes. Just to the right of those shapes is an arrow in a blue box. Click on that arrow to open a dialog box that has a check box mrked "rubber band". Check that box. (See screenshot). It's hard to explain, but I think you'll find it's easier to deal with. Here's a hint to making a circular path: As you're bending the arc to the shape you want, continue to trace the outline of the circle. If tracing the outline of the circle doesn't give you the arc you want, delete the last point you plotted and try again. There's really no easy way to learn the pen tool other than trial and error. Once you get the hang of it though, you'll find that it's one of the most powerful tools in Photoshop. Hope this helps. -Medley.
